Swan 16127 flncroft Court Tampa, FL 338*7 Dear Dr. Swan: During my first year as President, you may recall I quoted the 200-year-old words of patriot Tom Paine., who wrote "we have it within our power to begin the world over again.12 Today, as 1 look back ok. tha accomplishments achieved in just seven, and one-half years, I know that it was your unflagging support for me, for our ideas and for our Party that led the way as we, indeed, worked to "begin the world over again." Ifancy and I will always treasure how you stood by us, in times of triumph arid tragedy, Your support and commitment emboldened us to launch America en a new course^, a course that, 'has brc'aght families together, strengthened our prosperity, protected our freadcrs and restored sn honor around the globe. Scon, my time as President will come to an end. But our great cause must not flag or fail. We owe it to ourselves, and to our children to continue the great crussds we have begun. That is why I am asking you to ensure a great victory for our cause by giving your additional support, once again, to the RNC's 1988 Presidential Fund. I know you have been asked to help the RNC's 1988 Presidential Fund several times in this critical election year. Your contributions have had a proven impact and have helped to turn our campaign around. But now, as the final critical hours of this election approach, I must ask for your help again to ensure we win a victory for George Bush as well as for each of our Republicans running for Congress and state office. This victory or defeat for George Bush and the GOP could hinge on the last-minute decisions of just a few thousand of all the voters in this election. Our Party urgently needs your support for the last-minute mailings, TV commercials, radio ads and get-out-the-vote drives aimed at reaching this voter group. The Democrat ticket has tried mightily to keep its liberal views and record under cover. Yet the majority of Americans clearly disapprove of their record of relentless tax increases, inexperience in foreign policy, and softness in dealing with convicted criminals. What concerns me is that there are dozens of liberal Democrats in Congress who support this thinking 100&. It is our task, in the final days of this campaign, to retire these liberal Democrats from the House and Senate. Specifically, an additional $1.4 million is needed by the RNC's 1988 Presidential Fund to help George Bush and our Republican candidates in scores of targeted districts and states. I urge you to send the largest possible contribution to the RNC's 1988 Presidential Fund to help us seize our opportunity. George Bush will be a great President for the United States of America. But he is depending on you and me for the help that will put him over the top. I will be working diligently between now and November 8 to ensure that George Bush - a friend, compatriot and great Vice President - will serve as our 41st Chief Executive. May I ask you to help me in this quest, just as you have helped me so many times before? With time so short, the need is urgent. The additional funds must be raised in two weeks' time in order to have the impact we seek. Your support now is absolutely critical. You and I have shared many triumphs together over the years.     To all who shall see these presents, greeting:
    Know ye, that reposing special trust and confidence in the patriotism, valor, fidelity and abilities of
    Major GENERAL CHARLES W. Swan , I do appoint him
    NATIONAL SECURITY ADVISOR in the
    United States Special Forces
    National Militia

    to date as such from the First day of Febuary .nineteen
    hundred and 95 . This officer will therefore carefully and diligently discharge the duties of the office to which appointed by doing and performing all manner of things thereunto belonging.

    And I do strictly charge and require those officers and other personnel of lesser rank to render such obedience as is due an officer of this grade and position. And this officer is to observe and follow such orders and directions, from time to time, as maybe given by the General of the United Slates Special Field Forces, or other superior officers acting in accordance with the lam of the United States of America.

    This commission is to continue in force during the pleasure of the General of the United States Special Field Forces, under the provisions of those privileges relating to Officers of the Armed Forces of the United States of America and the volunteer components thereof; therefore this appointment is made.

Dr. Charles W. Swan Biography

Biography The Right Honorable Chevalier Sir Dr. Charles W. Swan, KHS The Religious and Military Order Knights of the Holy Sepulchre of Jerusalem was baptised and raised n Pennslyvannia AME Zion Church in Baltimore and Idlewild Baptise Church in Tampa. Florida. He was raised and educated in Baltimore, MD. He excelled in all of his life pursuits, skipping most of his grades in public schools pursuing music, foreign languages, science and medicine. He attended Baltimore City College, Morgan State University-Vice President, Ohio Christian College (Doctorate), University of Texas Health Science Center, at Houston Texas. (Post Doctorate) He has been honored as a Under-Secretary of the United Nation, Presidential Policy Advisor, Deputy States Program Commissioner, U. S. Department of Health and Human Services, an Executive Director of Neighborhood Services and a Private Practice, Swan and Associates, PA. At Clifton T. Perkins Hospital Center, as a Clinical Intern, he was awarded the Silver Key Award from the National Association for Mental Health, Jessups, Maryland. Dr. Charles W. Swan has been honored with the Medal of Freedom and the Legion of Merit Award. The Eternal Flame of Freedom is burning two blocks from our nation's Capitol listing Dr. Charles W. Swan therein, he has been granted a United States Senate Senatorial Commission, is a member of Marquis's Who's Who in America, Science, Medicine, and the World. He was also nominated Time Magazine Person of the Century. He has gained world class recognition for his life's work and persuits with inductions into memberships in the world renowned professional societies, i.e., The National Association for World Health, The National Library of Medicine, The New York Academy of Science, The Center for Disease Control, The Human Gene Sequencing Management Center, The National Atlantic Treaty Organization Scientific and Environmental Programmes (NATO), The American Association for the Advancement of Science, American Physical Society Forum on Physic and Society and The Historical Society of the United States Supreme Court, etc. Charles is the author of the book "The World As He Sees It" and is listed in the Black Families.com as a Historical Black Figure along with renowned Dr. Mae C Jemison, Thurgood Marshall, Madame Walker, Malcolm X and Dr. Martin Luther King. Dr. Swan was inducted into Marquis Who's Who in the World in th 2014 Edition.  Charles has received many appreciation letters from Congress, Governors, Mayors and certificates from foreign dignitaries and Ambassadors including the Presidents of the United States. Queen Elizabeth invited him to England as her special guest for the opening of the new Royal Air Museum.Ladies and Gentlemen, Sir Charles was Knighted in the year of our Lord, June, 2000. Sir Charles Royal lineage is from King Peter of Yugloslavia.
